Abstract

Digital Management and its Impact on Improving Governance: An Analytical Survey Study of the Opinions of a Sample of Senior Leaders in Iraqi Ministry of Higher Education and Scientific Research (Wasit University as a Model)

Abstract

The goal of the study was to elucidate the contribution of Digital Management to improving Governance by examining the character of the connection between the two variables at Wasit University. The main issue at hand in this research was whether the implementation of Digital Management (Digital Planning, Digital Organization, Digital Communication, Digital Leadership, Digital Control) aids in the improvement of Governance activities (Transparency, Autonomy, Accountability, Responsibility, Justice, Participation). It employed the descriptive-analytical technique and collected data using a questionnaire instrument that was given to a group of administrative leaders at Wasit University who were involved in digital and knowledge processes. The goal of the study was to evaluate the degree of Governance and Digital Management as well as to identify the direct influence of Digital Management on Governance. The sample was composed of (assistants to the university president, deans, assistant deans, heads of departments, and heads of centers and supporting units), Thus, ready-made statistical programs (SPSS V. 28) are used in research on evaluating questionnaire data, and the results revealed that three Wasit University establishments that deal with information and communication technology went directly to adopting digital management in order to improve their governance. A number of recommendations, the most notable of which are strengthening the digital infrastructure, adopting effective knowledge management systems, and training university leaders and personnel on employing digital tools in supporting governance, in order to achieve a more transparent, efficient, and sustainable institutional performance, concluded the research.
